Noise Insulation Regulations SI / Schedule 2. summary; full text; Applies to: England > Wales Updated: 15/07/ Regulation 1. Transitional Provisions. The Regulations shall continue to have effect in relation to- (a) a duty which has arisen under Regulation 3 of those Regulations before the commencement date if a map or list. The Noise Insulation Regulations provide that the Highway Authority must offer insulation or provide grants in respect of a new road being constructed if a property satisfies the following requirements: the property must be residential; the property must be within m of a carriageway forming part of the scheme.
